Gregg Harper
First elected to Congress in 2009, Gregg served five terms representing Mississippi’s 3rd Congressional District. During his time in Congress, he served as a member of the influential House Committee on Energy and Commerce which has jurisdiction over a broad swath of the economy including healthcare, energy, transportation and telecommunications. On the Energy and Commerce Committee, Gregg served as Chairman of the Oversight and Investigations subcommittee and Vice Chairman of the Digital Commerce and Consumer Protection subcommittee. In addition, Gregg was selected by then Speaker Paul Ryan to serve as the Chairman of the Committee on House Administration for the 115th Congress. He was also Chairman of the Joint Committee on the Library of Congress and served two terms on the Committee on Ethics.
Gregg is the former Chairman of the Board of Trustees for the Stennis Center for Public Service, which is a federal, bipartisan legislative branch agency established by the U.S. Congress to promote public service and strengthen the highest ideals of public service in America. Gregg is also a member of the Board of Trustees for Mississippi College, his alma mater.

As President of Harper & Bailey Governmental Solutions, Gregg focuses on governmental relations at the local, state and federal levels. Gregg’s focus is to guide clients through what can be a complicated process to achieve the best results possible, while being committed to long-term relationships.
Brett Bailey
As Director of Governmental Relations at Harper & Bailey, Brett represents public and private sector clients at the state and federal levels and advises on issues pending before state and federal agencies, the Mississippi Legislature, and United States Congress.

Prior to Harper & Bailey, Brett served as a Government Affairs Specialist at Watkins & Eager PLLC where he successfully advanced legislative priorities for clients. Brett also previously served in various positions at Tenax Aerospace, a provider of special mission aviation solutions to the U.S.Government. During his tenure at Tenax, Brett was involved in business development efforts for federal and state government customers. He was also involved in the management and operation of a program in territories outside the United States.

At the state and federal level, Brett works to advance the priorities of companies and communities in the areas of infrastructure, policy, economic development, the environment, and other areas.Brett has worked successfully to build support with elected officials and formulate innovative legislative and funding strategies. He also has experience advising on federal and state program compliance, and non-profit association management practices.
Maggie Bailey
As Director of Operations for Harper & Bailey Governmental Solutions LLC, Maggie provides strategic operational leadership that ensures seamless client service delivery and organizational excellence. She oversees critical business functions including comprehensive reporting, client development initiatives, and the preparation of materials for high-level Legislative and Congressional meetings. Maggie plays an integral role in drafting essential documentation that advances client objectives at both state and federal levels.

With over ten years of experience in political communications and strategic event management, Maggie brings deep expertise in governmental relations operations. Her background includes serving as a fundraising professional for two Members of Congress, where she developed extensive knowledge of political processes and stakeholder engagement. This experience, combined with her operational acumen, enables her to effectively coordinate complex client initiatives and maintain the high standards of service that drive Harper & Bailey's success.
